Sometimes fret polish can help, but I always relate frets not being smooth to either unused frets or frets on a new guitar, which feel slightly scratchy when new and just need to be played to be broken in. Polishing can help this out, but ultimately after cleaning older frets, it's playing that really smooths them out. I recommend that you tape off the neck with low tac painters tape, carefully x-acto knife around the frets to expose it and start at 600 grit then move to 800 then 1000 . you can find some polishing papers and compounds down to the 9 and 3 micron level.
